I made the mistake of putting the first coat of polyurethane using the type that isn't water soluble. Now its time to do the second coat and I'm wondering if I can use the water soluble type over the first coat which is not water soluble.

If you're comparing oil base varnish to waterborne finish, you can top coat the urethane oil base formula with a waterborne. You will need to scuff the surface of the first coat, preferably after it's dried a little.
