I have deep grained painted wood that is very splintery. Small splinters that are dangerous to touch. The paint is oil based. What sealant do you recommend that would be completely transparent and will not mar the paint and also provide a thick protective coat?

It's really not good to put a thick clear over paint. Often a clear yellows or goes cloudy so a thick clear might look weird at best. If it were me I would thoroughly sand the paint and put a oil based primer over it and sand between coats until you are free of the splinters and topcoat it with the original color oil based enamel.
