unknown Table saw on craigslist

This saw is very cheap, but not sure what type it is or if it's of any value.

It's going for 40, and I saw a saw for 50 which is the $129 low end ryobi which is just lacking a guard.

Probably fine if you need a portable. And most likely would take less than $40.
