The Dutch navy was possible because, although timber had to be imported, they invented the use of wind power to drive the saw. Could be left unattended so little cost for labour. In the UK, the navy was funded by the start of National Debt. Instead of raising taxes, the government issued bonds at 8%. Demand was so high that a large navy was possible. Said that Samuel Pepys had the original idea. Unfortunately, the borrowing habit grew and grew. Originally borrowings were supposed only to be used for capital goods such as ships. The labour government started borrowing to meet current expenditure and this has been the downfall.
