I would not hesitate one bit. I like Jet tools. I have a Jet 2HP shaper. They have made great strides in upping their quality. I personally feel they are better now than Delta. Get it.

$400 is a good buy on that saw IMHO. It was Jet's basic contractor saw for years and is well respected. It'll have steel wings, an outboard motor, and a basic aluminum fence, but it's a solid saw that can be enhanced and grow with you if need be. You won't lose much at that price if you resell it either.
About the only other option in that price range would be the newer Jet 708100 hybrid design with an inboard motor and one-piece cast blade shroud....same steel wings and a similar basic fence, but with updated guts.
