You would need a 1/4" round over bit. To do it right, you will also need a router table and good feather boards to hold the balsa against the bit.

I am surprised you haven't yet found this shape of balsa from Tower Hobbies, or another online balsa supplier.

I actually used to make my own pieces like this with an xActo and sand paper.
