Perhaps you could just try to stop any further rusting by affixing a mop to a Broom stick, dip it in some oil or lanolin based product and giving each tube a pass through.
Did you mention if there are caps on the top end and what they are set in concrete, /grave or stone? The last two might be letting moisture wick up from the ground.
