It just means the varnish was glossy and the sheen was scuffed up by hand rubbing it with steel wool or other means to dull it to a satin finish. I personally don't care for this. The sheen is uneven and is not as clear as if a satin finish was used for the final coat.

Interesting. What is a film finish?
It seems you are a newcomer to finishing. I suggest you purchase Bob Flexner's Understanding Wood Finishing. It is a bible of sorts for the new finisher as well as the more experienced finisher. Amazon will have it. It will give you all the info you need about finishing.
