base cabinet without toe kick

im attempting to build 2 base cabinets connected with a top that will overhand about 12" to provide some seating.

not sure the exact way to modify this from a standard toe kick but if my bottom panel stays at 4" and my side panels are flush at the front do i just create a thicker face frame at bottom that extends to the floor?
You wouldn't need a toekick with a 12" overhang. The only reason for a toekick is a cabinet that is used often you end up with shoe marks on the base. I normally make a toespace on a cabinet 3 1/2" tall so when I make a cabinet without one I make the bottom rail 4" tall and put the shelf flush behind it. That way the top of the shelf is the same on both applications. Sometimes a cabinet may be on the kitchen side on the front with a toespace and the back is just a frame with doors going to the floor with a 4" bottom rail.
