how do i cut the holes for decks spindles into a 2x4

The deck spindles are normally put in the hand railing where they are toenailed in. If they are metal spindles sometimes they are mortised in by drilling a hole. If you could show us what you are working with you might get a more specific answer.

I'm not sure what the system limits are. As long as you have the picture sized smaller than 2200x2200 pixels you should be alright.

the 2x4 is routed through with spacer pieces bewtween the posts how do i make this cut into the 2x4 and make the spacers

+1, this is the easiest way of doing it. A downside of doing this is that it is noticeable unless one is careful in picking out the grain of the spacers so they match the dado'd 2x4.
