How to remove these stains?

I built a playset out of Douglas Fir, and treated it with Olympic Semi-Transparent Toner Sealer. It looks like dirt ran down the side of some the secvtions leaving behind an unsightly stain. How do I remove them or for that matter what may have caused this issue. Kinda bums me out to see all the hard work looking bad cause of these stains. I tried a quick swipe on an area with Simple Green and another area with TSP w/ a small amount of bleach added. It did help but I ran outta time to work on it. Any suggestions? Thanks for the help/advice.
