Centre's don't line up???

Hello, I have just purchased a new Record Power CL3 Lathe, i had problems with the centre's lining up on my wooden bench, so i purchased a new Record Power Metal Bench. I have put a level across the bench, and length ways on the bench and on the bed rails, it is spot on. But the tail stock, still sits high??????

Is the tailstock fully locked down? Is the headstock fully locked down? Is the quill extended at all?

That bowl was perfect right up until that last cut...
