What happened to my Bubinga?

I just added 70/30 citrus solvent and Pure Tung Oil as first coat. The grain looks blotchy. This does not look right.

Can I sand this down some? Or is that oil stuck in there.
Just enough so I can switch to Arm R Seal.

You need to clean the wood with paint and varnish remover but that doesn't work well in cold weather. Choice two would be to use acetone frequently changing rags. Then it could be sanded again.

It appears the blotches are caused by wood not being sanded well enough. It looks like those spots had gotten wet and raised the grain causing it to absorb more of the tung oil.

it's 70 in LA so I can do this outside later. I went to 180, maybe I should do 220?

The 180 should be fine. Some sanders are better than others. It may be you just didn't sand long enough.
