I would try spraying about half a can of WD-40 every few days into the post around the column that raises the arm.
Also remove the Allen screw that keeps the arm perpendicular to the fence. You could try filling the screw hole with WD-40.
You don't say if the crank turns vs. the shaft being stuck. The Allen screw is usually tightened to where the shaft won't move up and down and then backed off to allow the shaft to move.
When you get it working, for goodness sake, be careful.
