Exclamation Franklin Foundry Lathe

Hey guys, picked up this old rust bucket a week or so ago. Spent a week or so cleaning it up and repainting it. All parts are present needed for operation, with a quick trip to Amazon. The cheap plastic wheel used to extend the tail stock was broken and parts are no longer available. I could 3D print a new one if I had such a devise. Any ideas on a quick fix? I thought about using a ratcheting box end wrench but that cost would double what I have into it. I have used a pair of channel locks but do not want to round over the nut with repeated use.
If anyone is familiar with this model I have a couple of questions about features on this lathe.
1. There is an ~1/4 hole on the head stock with a set screw to lock it (?) down. What is this hole for? Hole and set screw is visible on the pick of HS & motor.
2. On the very bottom of the tail stock there is a slotted set screw with a lock nut on it, what is it for? My guess is an alignment adjustment. (no pic)

Any help is appreciated.
