What is the green paint? Are the pictures behind glass?

I wouldn't do anything with the frames. I think it has an antiqued look.

I should have been more specific. I am wanting to make this and for it to look exactly like it does in the picture. I am asking for advice on how to create this look. There will be plexiglass in the frames.

The easiest way to duplicate that would be to make the green picture frames and paint them with latex paint and allow to dry. Then sand by hand with fine sandpaper enough to have sand through spots. Then make the outer frame and stain it. Then assemble both together. Finally finish all of it with a water based polyurethane. The water based polyurethane will adhere to the latex paint and will remain clear and not alter the color of the green. An oil based polyurethane has a initial yellowing and continue to yellow as the finish ages.
