vibration, jitterbugging orbital sander

I have an older B&D quarter sheet sander that I never used much until my RO sander quit in the middle of a job.

SOMETIMES, it sands fairly smoothly, then all at once it just starts jumping around, jitterbugging all over the work piece. Nothing seems to be loose. Is there some method for using one of these? I've tried more pressure, less pressure, different techniques, fresh paper, everything I can think of, with no results. Maybe it's just a cheap sander?
