It's a private label most likely made by Rockwell when they owned Delta brand. The stand and the switch extension look like Delta.

That's correct. The Rockwell owned Delta made the Penncraft badged power tools for J.C. Penny in the late 60s' and early 70s'. They made joiners, radial arm saws, and other tools for that badge.
