Question Polyurethane on vinil decals

Hi guys I am new to woodworking, so my question is: If you apply polyurethane (oil base) over a painted water base surface, will it dry in a normal amount of time? I applied a coat yesterday 9/30/09 @ 3:00 pm and it is still tacky 26 hrs later. is this abnormal?

Depends on the size of the decals. Over blue ones will dry quicker than over red ones. No idea why.

What is the shop temperature, humidity levels? Could have some to do with it.
I have two through the wall a/c units I turn on the morning i am going to finish to remove the humidity.

The size of the decals were 12" X 12", but I got tired of waiting for them to dry so I removed the polyurithane on just the decals and left them alone and they turned out pretty good. the humidity in my basement is just fine about 40%
