Would I be able to make pens on this lathe?

you could.
check that it doesn't have any run-out,and that the tailstock center lines up perfectly to the drive center.
i personally dont like the pipe-style lathe beds, seems like the tailstock and banjo/tool rest could have more play/slop
that way...do they twist out of center?or is there a groove in the back of the pipe or something?

there are brand new mini lathes that start around $100,like grizzly, variable speed too.

craftsman is kind of eh,..

edit:. i LOVE my jet mini,as do alot of people.its got a great rep..
i didnt suggest it as its 3x the price of this...worth every cent.

The biggest problem with those lathes is the tailstock not lining up. I would save my money and get a jet mini or Rikon. You will get so much better quality from those it won't even compare to the Craftsman.
