I usually wet sand my TS, BS, and jointer table with 200-400 and some penetrating oil to remove the rust. Then clean it off with denatured alcohol and wax them with Johnsons past wax. I usually wax them about every two months or so again. I don't cover them, with anything, and my shop is unheated if I am not in it. I live in a medium humidity area in summer, and don't usually have any problems with rust.. My brother used T-9 and swears by it. He lives in Ma. So you could give each of them and see which technique works best for you.
