I have never thought about it, but I would guess to secure the sleeves of a coat to an over coat?

I just went and searched, and was surprised. bet there is no definitive answer.

The royalty didn't want to see snot and booggers on the sleeves of the military and royal guards, so the placed buttons on the sleeves at the appropriate angle and location to prevent this practice. At least that's what heard/read/saw somewhere. bill
