Default Clary tool ??? What is it

I bought this thing in an auction for $20.00 It looked old so I had to have it. I am going to use the base to build a lathe. Its about 7ft long. I just want to know what it is?

LOL I tell her thats why I marred her 27 years ago, because I like older things. She is 2 years older than me. Its a good thing she likes me.
